I hereby certify, That I have carefully examined William Little, who was a Private in B co. 12th OVC in the war of rebellion and was granted an Invalid Pension under Certificate No. 90911, to be paid now at the Agency in Columbus Ohio by reason of alleged disability resulting from Gun Shot wound of right arm which he states to have been received in the line of duty while he was in the military service of the United States.
In my opinion the said Pensioner's disability, from the cause aforesaid, continues at Total 3rd grade, $18.00.
A particular description of the Pensioner's condition is subjoined:
Height, 5 + 9; weight 137; complexion dark; age 32; respiration 16; pulse 74.
The right arm was semi-flexed where a ball from the front entered the elbow joint, carrying away part of the cendyle of the humerus and passing through crushing the heads of the Ulna and radius, emerged at the inner surface of the joint nearly at a right angle from point of entrance there is a large tender eschus at both point of entrance and exit. The elbow is firmly Anchylosed in a semi-flexed position and the arm shoulder and forearm are shrunken to the condition of a withered arm. There is but little flexing of the fingers but no grip. The wrist is nearly Anchylosed in a half flexed position. Extension of the wrist and fingers is impossible without assistance.
