We hereby Certify, that we have carefully examined William Little, who was a Priv Co B 12 Rg Ohio Cav vols in the war {blank} and was granted an Invalid Pension under Certificate 90.911 to be paid now at the Agency in Cleveland O. by reason of alleged disability resulting from gunshot wound of right elbow, which he states to have been received in the line of duty while he was in the military service of the United States.
In our opinion the said Pensioner's disability, from the cause aforesaid, continues at Total 3rd grade $18.00
A more particular description of the Pensioner's condition is subjoined:
Height: 5'9"; weight 130; complexion: dark Age 29; respiration normal; pulse normal
Arm is gunshot wound of right elbow joint thr ball passing autom-postriorly through the radio-ulnar articulation and lower portion of the joint resulting in Achylosis of the joint, atrophy of the muscles of forearm and hand. The forearm being fixed at an angle of 45 degrees with the arm. The disability is equivalent to loss o hand for purposes of manual labor.
